Manuel Bonoan touched down at Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City on Sunday morning. He was a passenger on China Airlines flight CI0701, which originated from Taipei. According to the BI's statement, the former secretary arrived without any travel companions.
Bonoan had previously departed the country on November 11, 2025, to accompany his wife to the United States for a medical procedure. His return journey from Taipei was monitored by immigration authorities upon landing.
The Significance of the Immigration Lookout Bulletin Order
The return of the former public works chief is closely watched because he is subject to an Immigration Lookout Bulletin Order (ILBO). This order was issued by the Bureau of Immigration upon the instruction of the Department of Justice (DOJ).
The BI was quick to clarify the nature of an ILBO. It does not prevent a person from traveling in or out of the country. Instead, its primary function is to ensure that law enforcement and investigative agencies are promptly notified whenever the person under the order arrives at or departs from any international port in the Philippines.
