LTO-7 Chief Franz Ranches Intensifies Anti-Fixer Campaign, Launches Hotline for Public Reports

In a bold move to combat corruption, the officer-in-charge Regional Director of the Land Transportation Office (LTO) Region 7, Francisco "Franz" Ranches Jr., has issued a stern warning to the public against relying on fixers. He emphasized the need for immediate reporting of any bribery or unethical practices encountered from LTO personnel.

Prioritizing Integrity and Public Trust

Since assuming his position in Central Visayas in January 2026, Director Ranches has made enhancing the integrity of LTO employees a top priority. He stated, "One of our priority programs is to improve the integrity of LTO staff. We want our employees to be not just competent, but also honorable." To ensure smooth service delivery, he plans to conduct visits to various LTO offices across the region.

Collaboration with CIDG and Training Initiatives

Ranches revealed that the Criminal Investigation and Detection Group (CIDG) recently conducted operations targeting fixers within their office, aiming to eradicate this illegal activity completely. He expressed gratitude for CIDG's unwavering support, vowing, "We will eliminate these fixers in all regional offices. If any LTO employee needs to be held accountable, they will face punishment."

To bolster this effort, LTO-7 personnel will undergo comprehensive training and seminars. These sessions are designed to deepen their understanding of illegal activities within the agency and the corresponding criminal and administrative cases. The official is partnering with the Civil Service Commission (CSC) and other key agencies to facilitate these training programs for LTO-7 staff.

Launch of Citizens Law Enforcement Hotline

In a related development, LTO-7 has recently launched the Citizens Law Enforcement Hotline via a Facebook Page. This initiative allows the public to quickly report traffic violations and other complaints online, enhancing transparency and accessibility. This digital tool complements the anti-fixer campaign by providing a direct channel for citizens to voice concerns and contribute to a cleaner, more efficient LTO system.
