Investigations revealed that Orly's methods involved collusion with LTO personnel and the utilization of a Private Motor Vehicle Inspection Center (PMVIC) based in Luzon to process transactions remotely. Following the arrest, the suspect has been subjected to inquest proceedings at the Talisay City Prosecutor's Office. Orly now faces multiple charges, including violations of:
