The Philippine National Police (PNP) has launched an international manhunt for Cassandra Li Ong, a central figure in the controversial Lucky South 99 offshore gaming operator, after she fled the country and was last monitored in Japan.

International Manhunt Intensifies

Acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. confirmed that authorities are stepping up coordination with global law enforcement to locate and arrest Ong. The PNP is working closely with the International Criminal Police Organization (Interpol) following the issuance of a Red Notice for her capture. Nartatez vowed that the PNP will do everything possible to bring her back to the Philippines to face the charges against her.

Background of the Case

Ong is the subject of an active arrest warrant for qualified human trafficking, issued by the Pampanga Regional Trial Court in May 2024. The charges are in connection with the alleged illegal operations of Lucky South 99, a POGO hub based in Porac, Pampanga. According to the Presidential Anti-Organized Crime Commission (PAOCC), Ong fled the Philippines early this year. This is not her first attempt to evade authorities; she was previously apprehended by Indonesian authorities in August 2024 alongside Sheila Guo, the sister of dismissed Bamban, Tarlac mayor Alice Guo, but was later released from detention.

The PNP's aggressive pursuit aligns with the directive of President Ferdinand R. Marcos Jr. to strengthen law enforcement actions against illegal Philippine offshore gaming operator (POGO) hubs. Nartatez emphasized the commitment to delivering justice to the victims of these illegal operations, stating that those involved must face the full consequences of their actions. The government is ensuring full accountability for human trafficking offenders linked to POGOs.
