A high-ranking police official is facing formal administrative charges for alleged ethical violations, including wearing luxury footwear while in uniform and failing to perform a key duty.
Charges Filed by National Police Commission
In a press conference held on Wednesday, January 7, 2026, National Police Commission (Napolcom) Vice Chairperson and Executive Officer Rafael Vicente Calinisan announced the filing of complaints against Police Brigadier General Jezebel Imelda Medina. The charges include less grave neglect of duty and conduct unbecoming of a police officer.
Alleged Neglect of Official Duty
The neglect of duty charge stems from Medina's role as the director of the Philippine National Police (PNP) Health Service. Calinisan stated that she failed to submit a required psychiatric and psychological examination (PPE) report for a Quezon City police officer. This officer was accused of involvement in seditious vlogging activities.
"Such refusal directly undermines the Commission’s constitutional and statutory authority to exercise administrative control and supervision over the Philippine National Police," Calinisan emphasized during the briefing.
Controversy Over Luxury Footwear
The separate conduct unbecoming complaint focuses on General Medina's choice of attire. Officials allege she displayed luxury footwear worth P70,599 while wearing her official PNP uniform.
Calinisan highlighted the significant cost, noting that the price of the shoes is nearly equivalent to a police brigadier general's monthly basic salary. This act, according to the Napolcom, raises serious questions about modest living and ethical conduct expected of all public servants.
"This act raises serious concerns on modest living and ethical conduct, standards required of all public servants and most especially of senior police officers whose actions set the tone for the entire organization," Calinisan said.
Fundamental Duties to the Public
The vice chairperson concluded by reinforcing the non-negotiable nature of core principles within the police force. He reiterated that integrity, discipline, and obedience to lawful authority are fundamental duties owed to the Filipino people.
The case puts a spotlight on the standards of behavior and accountability for senior officers in the country's national police force.
