Two Additional Accused in Bulacan Flood Control Project Anomaly Face Sandiganbayan

Two more individuals arrested in connection with an alleged ghost flood control project in Pandi, Bulacan, appeared before the Sandiganbayan this Wednesday morning, January 21, 2026. The accused, identified as Engineer Emelita Juat and Christina Pineda, were escorted to the Sandiganbayan Third Division by the PNP-Criminal Investigation and Detection Group and the Bulacan Provincial Police.

Detention and Legal Proceedings

In accordance with a court commitment order, Juat and Pineda are set to be transferred to the Quezon City Jail Female Dormitory at Camp Caringal. Pineda, who serves as the cashier of the DPWH Bulacan First District Engineering Office, was arrested on Tuesday at a checkpoint in Benguet. According to her lawyer, she voluntarily surrendered to authorities, contradicting initial reports that she attempted to evade capture.

Similarly, Juat was arrested on the same day, with her camp also asserting that she surrendered to the Bulacan Provincial Police. These developments come as all six co-accused alongside former Senator Ramon "Bong" Revilla in the malversation case related to the anomalous Bulacan project have now been apprehended.

The other accused individuals include Assistant District Engineer Brice Hernandez, Engineer Jaypee Mendoza, Engineer Arjay Domasig, and Juanito Mendoza, all of whom are currently detained together at the QC Jail in Payatas. The pre-trial and reading of charges for all accused are scheduled to commence this Friday, January 23, 2026, marking a significant step forward in the legal proceedings against those involved in the controversial flood control project.
