The Police Regional Office (PRO) 7 has announced the suspension of Permit to Carry Firearms Outside Residence (PTCFOR) and the implementation of a total gun ban starting today, May 4, 2026, following the directive of PNP Chief General Jose Melencio Nartatez Jr. to enforce stringent security measures for the 48th ASEAN Leaders Summit.
Gun Ban Schedule and Scope
The total gun ban across the entire province of Cebu took effect at 12:01 a.m. on May 4 and will remain in force until 11:59 p.m. on May 11, 2026. The suspension covers permits to transport firearms for gun club members, gun manufacturers, dealers, and repair services, as well as permits to carry firearms outside residence and permits to transport and purchase explosives and explosive ingredients.
Additional Restrictions
Also included in the security measures are the closure of firing ranges and the suspension of the manufacture and sale of firecrackers and pyrotechnic devices. During the ASEAN Summit, only members of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), and other law enforcement agencies are authorized to carry firearms.
Acting PRO 7 Director Brigadier General Arnold Abad explained that the implementation of the gun ban is part of the strict security measures under the Enhanced Managing Police Operations in coordination with the AFP and other law enforcement agencies.
Public Advisory
PRO 7 urges the public to immediately report any suspicious or illegal activities in their areas to the nearest police station for prompt action. The public's cooperation is vital to ensure the success of the security operations during the summit.
