According to the senator, the magnitude 7.8 earthquake that struck Mindanao demonstrated the urgent need for disciplined and trained citizens who can assist in evacuation, first aid, search and rescue, and disaster response operations.
Details of the Proposed Bill
Under Senate Bill No. 617, students in colleges and technical-vocational institutions would undergo mandatory basic ROTC training to strengthen the country's preparedness for calamities and other emergencies.
Padilla emphasized that the ROTC Act is not only for national defense but also for shaping responsible citizens who are ready to serve and help during times of disaster.
