Philip Conrad Acop Triumphs in Antipolo Special Congressional Election
In a significant political development, Philip Conrad Acop has emerged victorious in the special congressional election held in Antipolo City, securing his position as the new Member of the House of Representatives for the Second District. The election, conducted by the Commission on Elections (Comelec) on Saturday, March 14, 2026, saw Acop garner the highest number of votes, officially succeeding his late father, former Representative Romeo Acop.
Landslide Victory and Official Proclamation
Based on the Certificate of Canvass released by Comelec in the early hours of Sunday, March 15, Philip Conrad Acop received an impressive total of 60,051 votes. This commanding lead prompted the District Board of Canvassers (DBOC) to proclaim him as the duly elected representative without delay. The DBOC issued a sworn statement confirming the canvassing results, highlighting that Acop's vote count represented the highest legally cast in the district for the office.
The DBOC declaration read: "The members of the DBOC of the Second District of Antipolo City do hereby certify under oath that we have duly canvassed the votes cast in the Second District of Antipolo City for the candidates for the Office of Member of the House Representatives in the Special Election held on March 14, 2026, and that Acop, Philip Conrad obtained a total of 60,051 votes representing the highest number of votes legally cast in the District for said office. On the basis of the foregoing, we hereby proclaim the above-mentioned candidate as the duly elected member of the House of Representatives for the Second District of Antipolo City."
Voter Turnout and Election Validity
The special election in Antipolo City witnessed a voter turnout of 33 percent, with 83,550 individuals casting their ballots out of 252,793 registered voters. In a press briefing prior to the election, Comelec Chairman George Garcia emphasized that voter turnout is not a critical factor in determining the success of special elections. He clarified that there is no percentage requirement for validity, stating that even a single vote can suffice as long as the election proceeds without issues such as terrorism, violence, threats, intimidation, or a declaration of failure.
Garcia explained, "In a special election, we do not have a percentage requirement for an election to be valid. Even if only one voter votes, as long as there is no terrorism, violence, threat, intimidation, no declaration of failure of election, that is a valid election." This perspective underscores the procedural integrity of the electoral process, ensuring that the outcome reflects the will of the participating electorate.
Implications and Future Outlook
Philip Conrad Acop's victory marks a continuation of his family's political legacy in Antipolo City, following the passing of his father, Romeo Acop. As he steps into the role of Second District Representative, Acop will be tasked with addressing local and national issues, leveraging his mandate from over 60,000 voters. The election results not only highlight public support but also set the stage for his legislative contributions in the House of Representatives.
The special election process, characterized by its efficient execution and adherence to legal standards, demonstrates Comelec's commitment to upholding democratic principles. With the proclamation complete, Antipolo City can now look forward to representation by Philip Conrad Acop, who is poised to build on his father's work and serve the district's interests in the coming term.
