The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has officially welcomed a pivotal legislative move by the Senate, which approved a bill to reset the region's first regular parliamentary elections. This development is hailed as a crucial step toward completing the region's democratic transition from an interim government to a fully elected Parliament.

Senate Approves Election Reset to September 2026

On Monday, March 2, 2026, the Senate passed Senate Bill 1823 on its third and final reading, shifting the inaugural parliamentary elections in BARMM from March to the second Monday of September 2026. BARMM Chief Minister Abdulraof Macacua expressed the regional government's support in a statement issued on Tuesday, March 3, 2026, emphasizing that this measure provides a clearer and more structured timetable for the transition process.

Key Provisions of the Bill

Under the approved legislation, elected officials from the first BARMM Parliamentary Election will assume office at noon on October 30, 2026, and their terms will extend until June 11, 2031. Following this initial cycle, regular BARMM elections will be conducted every three years on the second Monday of May, starting in 2031. This scheduling aims to establish a stable and predictable electoral framework for the autonomous region.

Chief Minister Macacua highlighted that the election represents the full exercise of the people's sovereign will, as enshrined in the Bangsamoro Organic Law (BOL). It marks the formal transition from the interim Bangsamoro Transition Authority (BTA) to a democratically elected Parliament, a milestone in the region's political evolution.

Automated Election System and Transition Continuity

The bill mandates the use of the automated election system that was employed in the national and local polls on May 12, 2025, ensuring consistency and reliability in the electoral process. During the extended transition period, the BTA will continue to serve as the interim government until the newly elected officials are officially proclaimed and qualified, maintaining governance stability.

Macacua extended gratitude to Senate Majority Leader Juan Miguel Zubiri, who served as the principal author and sponsor of the bill, along with its co-authors, for their support in advancing this significant measure. The bill now awaits further action from the House of Representatives before it can be enacted into law, with the Bangsamoro government optimistic about its passage to solidify the region's democratic foundations.
