Comelec Asserts Constitutional Independence in Marcoleta Campaign Finance Investigation

The Commission on Elections (Comelec) has issued a firm guarantee that it will maintain its constitutional independence while deciding on the high-profile case involving Senator Rodante Marcoleta's statement of contributions and expenditures (Soce). In a statement released on Saturday, March 14, 2026, Comelec Chairman George Garcia emphasized that the electoral body will not be swayed by any external party or group as it reviews findings from its Political Finance and Affairs Department.

Chairman Garcia's Unwavering Stance Against Perceived Pressures

"We will not let our constitutional independence and sound judgement be hampered by perceived influences or pressures," declared Garcia in his brief but resolute statement. He further clarified that the commission remains steadfast in exercising its autonomy, regardless of any external forces. "As far as we are concerned, nothing of that sort is felt or conveyed," Garcia added, directly addressing rumors of undue pressure.

Allegations of External Pressure and Fast-Tracked Resolution

The Comelec's statement comes in response to claims made by Senate President Pro Tempore Ping Lacson, who revealed that he had received information about a group allegedly pressuring the Comelec not to sign the resolution in the Soce case against Marcoleta. This development coincides with the Comelec en banc's decision to fast-track the resolution process for the case, which centers on questions regarding potential misdeclarations in Marcoleta's Soce.

Discrepancies in Marcoleta's Financial Disclosures

At the heart of the investigation are significant discrepancies in Senator Marcoleta's financial reports. In his Soce for the May 2025 elections, Marcoleta reported receiving zero contributions while spending a substantial 112,857,951.44 pesos. This raised immediate red flags, as his Statement of Assets, Liabilities, and Networth (SALN) showed a net worth of only 51.9 million pesos, prompting questions about the source of the campaign funds.

Marcoleta's Explanation and Subsequent Investigation

Senator Marcoleta later explained that friends had donated funds for his senatorial campaign in the 2025 polls. However, he stated that he intentionally did not declare these campaign donations to honor his donors' requests for anonymity. Following these revelations, the Comelec ordered its Political Finance and Affairs Department to conduct a thorough investigation into Marcoleta's Soce, leading to the current fast-tracked resolution process.

The Comelec's commitment to independence underscores the importance of transparency and accountability in political finance, as the body navigates this sensitive case with constitutional integrity.
