Senate Gives Final Nod to Barmm Polls Reset Bill, Setting Stage for Landmark Elections

The Senate has approved Senate Bill No. 1823 on its third and final reading, a pivotal move that brings the Bangsamoro Autonomous Region in Muslim Mindanao (Barmm) closer to conducting its inaugural regular parliamentary elections. This milestone significantly reinforces the Bangsamoro people's right to self-determination and self-governance by establishing a clear electoral mandate.

More Than a Calendar Adjustment: A Democratic Affirmation

Senator Miguel Zubiri emphasized that this legislation is not merely a schedule change but a profound affirmation of the people's voice. It serves as a safeguard for institutions, ensuring they remain accountable to the communities they represent. For Barmm, this first regular election is historic, marking a shift where governance is strengthened by public consent rather than executive appointment, and leadership is earned through the ballot box instead of being assumed during a prolonged transition period.

Empowering Bangsamoro Families and Sustaining Peace

The bill sends a powerful message to every Bangsamoro family, highlighting that their future is built with their active participation at its core. Peace, as noted, is not sustained by agreements alone but by a trustworthy political process where authority derives from a mandate expressed and renewed through elections. This parliamentary election is crucial for anchoring the peace process in legitimacy, accountability, and people's involvement.

Raising Standards for Election Preparation

With this approval, the standard for preparation is elevated. Close collaboration with the Commission on Elections (Comelec) and all relevant agencies will ensure the process is orderly, transparent, and honest. Repeated delays can create uncertainty, which undermines confidence in democratic institutions, making this coordinated effort essential.

Acknowledging Senate Colleagues and Stakeholders

Senator Zubiri extended gratitude to his Senate colleagues for their support, including Senator Jinggoy Estrada, chair of the Senate Committee on Local Government and a co-author and co-sponsor, who facilitated subcommittee hearings. Thanks also went to co-authors and co-sponsors such as Senators Imee Marcos, JV Ejercito, Robinhood Padilla, Loren Legarda, Erwin Tulfo, Bong Go, Win Gatchalian, and Joel Villanueva, along with Senator Panfilo Lacson for refining the bill. The collective commitment now focuses on delivering a peaceful, credible, and meaningful first parliamentary election for Barmm.
