Several lawyers and concerned citizens have filed complaints against Department of Defense Secretary Gilberto 'Gibo' Teodoro at the Pasay City Prosecutors Office. Led by Attorney Russel Miraflor, they lodged charges of perjury, falsification of public documents, grave dishonesty, grave misconduct, and conduct prejudicial to the best interest of the service against the secretary.
Complaints Over Citizenship and Passport Issues
The complaint is linked to questions regarding Secretary Teodoro's citizenship and his alleged possession of a Maltese passport. In a joint complaint-affidavit submitted by the complainants, they requested the City Prosecutor to conduct a case build-up and preliminary investigation.
According to documents they claim to hold, Secretary Teodoro's Maltese passport was valid from December 2016 to December 2026, and he reportedly renewed his Philippine passport in 2017. The complainants believe there is an inconsistency in the secretary's Maltese passport records.
Clarifications and Reactions
Attorney Miraflor clarified that the complaint is not politically motivated or a political attack, but rather a call for a fair and official verification of Defense Secretary Teodoro's true records. However, the Department of National Defense earlier stated that the secretary had surrendered his foreign passport long before filing his candidacy in 2021. In a recent statement, they emphasized that the complaint appears to stem from unverified allegations.
