Cebu Governor Pamela Baricuatro has issued Executive Order No. 31, creating a Provincial Technical Working Group (PTWG) to oversee development at Camp Lapu-Lapu, the headquarters of the Visayas Command (VisCom) of the Armed Forces of the Philippines (AFP).
Coordination with National Agencies
The order mandates the PTWG to coordinate with the provincial government, the Department of National Defense (DND), the AFP, and other government agencies to facilitate planned developments and improvements at the camp.
Historical Background
The land occupied by VisCom was donated by the Province of Cebu in 1959 under an agreement that the area would be used solely for military purposes and operations.
Composition of the PTWG
The PTWG will be chaired by Paulo Uy of the Economic Enterprise Council, along with other department heads of the provincial government. It will also include Board Members Raymond Joseph Calderon, chairman of the Committee on Provincial/Municipal Properties, and Michael Joseph Villamor, chairman of the Committee on Ways and Means.
Tasks and Responsibilities
Under the executive order, the PTWG is tasked with coordinating with national defense and military authorities, reviewing relevant agreements and land-related concerns, participating in technical discussions and negotiations, conducting studies and site assessments, and recommending policies and programs to support the orderly implementation of development projects at Camp Lapu-Lapu.
Reporting and Recommendations
The group is required to submit reports and recommendations to the governor to track progress, particularly in implementing the development plans.
