Davao City Saves Fuel by Prepositioning Emergency Vehicles

In a proactive move to address rising fuel costs, Davao City's Disaster Risk Reduction and Management Office (CDRRMO) has implemented a strategic plan to preposition its emergency vehicles in key locations across the city. This initiative aims to conserve fuel while maintaining swift emergency response capabilities for residents.

Strategic Deployment for Enhanced Efficiency

Alfredo Baloran, Head of CDRRMO, announced that emergency vehicles, including ambulances and rescue units, are now stationed outside the main Central 911 base in areas with high activity and frequent emergency calls. This approach ensures that vehicles do not need to return to the central office after hospital deliveries, instead remaining in their designated zones to reduce travel and fuel usage.

During a radio interview on Davao City Disaster Radio (DCDR) on April 13, 2026, Baloran emphasized, "We really cannot compromise the service for our fellow citizens in case of emergencies." He highlighted that the office has identified multiple establishments and daily response hotspots to optimize vehicle placement.

Impact of Oil Price Hikes and Budget Adjustments

Baloran noted that the CDRRMO has already felt the effects of recent oil price increases, particularly as many emergency vehicles rely on crude oil. In response, the office has increased its fuel budget allocation and developed contingency plans to manage consumption without sacrificing service quality during critical situations.

He added, "The office already has contingency plans to conserve fuel and meet its fuel budget. However, they do not want to compromise the services of the office, especially during emergencies."

Collaboration with Barangay Committees

To further enhance efficiency, CDRRMO encourages Barangay Disaster Risk Reduction and Management Committees (BDRRMCs) to handle emergencies in their immediate areas. However, CDRRMO will intervene if barangays face fuel shortages or insufficient resources. Baloran advised barangays to adopt fuel-saving practices, such as using vehicles only when necessary.

Expansion of Emergency Services

As of 2024, CDRRMO has expanded its fleet to 31 ambulances, up from 28, along with additional rescue vehicles for natural disasters. The office employs an integrated approach through Central 911, including:

  • ECAP-D: Emergency Calls Answering Point and Dispatch
  • EMS: Emergency Medical Services with highly trained paramedics
  • USAR: Urban Search and Rescue
  • FAS: Fire Auxiliary Services
  • K-9 Unit: for tracking and search operations

All services provided by Central 911 remain completely free of charge to Davao City residents, ensuring accessible emergency support amidst ongoing challenges.
