Mandaue City will maintain its participation in the upcoming Sinulog Festival despite implementing significant budget cuts, Mayor Thadeo Jovito "Jonkie" Ouano confirmed on Wednesday, November 26, 2025.
Budget Reduction Despite Preparations
The city government has decided to slash its Sinulog budget by half compared to last year's allocation. Mayor Ouano revealed that while preparations have already begun, he instructed organizers to work with only 50% of the previous budget.
"We already began practicing, but I told them that we should only spend half of the total cost," Ouano stated. "Last year we spent around P10 million, so I said even P5 million will do."
Devotion Over Extravagance
The mayor emphasized that their participation in the Sinulog Festival represents more than just a cultural performance—it's an expression of religious devotion. "This is also our offering to Señor Sto. Niño," Ouano explained, highlighting the spiritual significance behind their continued involvement.
Despite the financial constraints, the city team has already started practicing for the event. Ouano assured the public that Mandaue City will not withdraw from the festival, even if this means a simpler presentation than in previous years.
Understanding and Acceptance
Mayor Ouano expressed confidence that the public would understand the need for a more modest participation given the budget constraints. "If it becomes simpler, the people will understand," he said, adding that the participation remains important despite the reduced funding.
The mayor further clarified that "We will not withdraw because it is already budgeted. In fact, we even cut the allocation in half."
Mandaue City has a strong track record in the Sinulog Festival, having placed second in the Sinulog-Based Ritual Showdown and also ranking second in musicality during the Sinulog 2025 celebration.
