Constitutional law expert Atty. Domingo 'Egon' Cayosa criticized what he described as the 'clutching' behavior in the Senate, referring to factions dividing the upper chamber between the Cayetano bloc, led by Sen. Alan Peter Cayetano, and the Gatchalian bloc, led by Acting Senate President Win Gatchalian.
Cayosa's Remarks
Cayosa, a former Integrated Bar of the Philippines president, said that Sen. Alan Peter Cayetano and his bloc's insistence on retaining power is a desperate attempt to cling to leadership in the Senate. He argued that despite constitutional provisions, court decisions, and long-established Senate rules favoring Gatchalian's leadership, the Cayetano bloc is distorting these rules.
Impact on Legislative Work
According to Cayosa, the bloc's actions are causing significant delays. He noted that important legislative measures that could help the Filipino people are stalled, along with confirmations of numerous officials, hearings, and other essential Senate functions.
The veteran lawyer urged Cayetano to voluntarily step down and allow the majority-supported senator to lead the chamber. He emphasized that genuine public service is needed in the Senate, not clinging to positions.
