Mike Defensor to File Harassment Complaint vs NBI Chief

The camp of former Anakalusugan party-list Rep. Mike Defensor is considering filing administrative or criminal complaints against National Bureau of Investigation (NBI) Director Melvin Matibag over alleged repeated summons in the investigation of the so-called 'maleta boys.'

In an interview, Defensor's lawyer, Atty. Ferdinand Topacio, said the complaint could be brought to the Department of Justice (DOJ) or the Office of the Ombudsman if what they call a 'pattern of harassment' against their client continues.

According to Topacio, if the NBI believes Defensor violated the law, it should go through the proper process by filing a formal case with the prosecutor's office instead of repeatedly issuing subpoenas. The lawyer stressed that there are existing laws that hold government officials accountable for alleged abuse of power.

He also emphasized that the NBI could become a complainant instead of continuing to summon witnesses if it has evidence. 'You can file a complaint with the prosecution office if you think a crime was committed... don't just keep summoning endlessly,' Topacio said.

The issue arose after the NBI summoned Defensor again in connection with the investigation into the alleged 'maleta boys' linked to an anomalous flood control project. Defensor did not attend the second subpoena hearing set by the agency.

According to allegations, Defensor allegedly gave P5 million each to individuals identified as former 'bagmen' of former Ako Bicol Party-list Rep. Zaldy Co in exchange for their testimony in the investigation. Matibag earlier said that a total of 18 people allegedly received P5 million each in exchange for their statements.
