Originally constructed in 2005 during the term of former congressman Douglas Ralota Cagas, the building served the community for over a decade before suffering extensive damage from the 2019 earthquakes that impacted Mindanao. To preserve its structural integrity and historical value, the Provincial Government of Davao del Sur allocated nearly ₱3 million for repairs and upgrades.

The revitalized facility was formally handed over on March 4, 2026, during a ceremony attended by local officials, including Digos City councilors and community leaders. Barangay Captain Wilma Labajo, alongside barangay officials and residents, welcomed the improved infrastructure. New Covered School Space Fulfills Long-Standing Dream in Balabag

For educators and students at Balabag National High School in Digos City, the completion of a covered space with a stage represents the fulfillment of a long-awaited aspiration. Funded through a ₱1.3-million allocation from the province’s Special Education Fund, this structure will serve as a venue for school programs, assemblies, and community events. Governor Cagas led the turnover ceremony on March 4, 2026, accompanied by city officials and school representatives.

Principal Marvin Padillo, along with teachers, parents, and students, expressed profound gratitude for the project. Giane Jake dela Cerna, SK Chairman of Brgy. Balabag, emphasized during the ceremony that this covered space with a stage is not merely a structure but a symbol of cooperation between the provincial government, the school, and the community, dedicated to building a better future for the youth. Infrastructure improvements in educational institutions play a crucial role in student development. Two additional projects were turned over to the Municipality of Kiblawan on March 5, 2026: a concrete farm-to-market road and a new classroom building. The nearly ₱4-million farm-to-market road connects Purok 5 to the Busay Tourism Site in Barangay Waterfall. This road is anticipated to improve the transportation of agricultural products while providing easier access to the area’s emerging tourism destination.

The importance of such infrastructure has been repeatedly emphasized by the Department of Agriculture and the World Bank, which note that farm-to-market roads help farmers reduce transportation costs, enhance market access, and increase rural incomes. For local residents, the new road signifies more than mere convenience; it brings long-awaited safety and accessibility. Danilo Pomperada, a barangay tribal chieftain, recounted the challenging conditions residents endured for many years, citing numerous accidents and difficulties. He expressed immense gratitude for the project, noting that the road has now become much more comfortable and safer for travel.

Expanding Learning Spaces with New Classroom Building

Also inaugurated in Kiblawan was a one-storey, two-classroom building at Molopolo National High School, valued at ₱1.598 million. This facility will help alleviate classroom congestion and support the school’s daily instructional requirements. Parents and school officials underscored the project’s significance in highlighting the value of public education in shaping future leaders. Engr. Jerem Heliane, PTA president, remarked that there is no regret in sending children to public schools due to their competitive nature, noting that several leaders have emerged from the public school education system.

The United Nations Educational, Scientific, and Cultural Organization has consistently stressed the importance of adequate classrooms in improving learning outcomes, particularly in developing communities where overcrowding can restrict educational opportunities.
