The Department of Social Welfare and Development–Davao Region (DSWD-Davao) has announced that its highly anticipated Training Academy building is projected to be fully completed by late 2026 or early 2027. This strategic initiative is poised to significantly strengthen social work practice throughout Mindanao, addressing long-standing gaps in professional development resources.
Strategic Location and Construction Details
Rhuelo D. Aradanas, DSWD-Davao regional director, confirmed that the facility is currently under construction on a three-hectare site generously donated by the Davao City government in Bago Oshiro. The academy is meticulously designed to accommodate between 100 and 200 trainees at any given time, serving social workers not only from the Davao Region but also from various other parts of the country.
"Once completed, it will serve as the primary hub for capacity building, training, and the development of social welfare services," Aradanas emphasized during a press conference held on Wednesday, March 18, 2026, at the DSWD Field Office. He further highlighted that the project includes comprehensive plans for an on-site dormitory to house trainees, effectively mitigating transportation concerns during intensive training periods.
Budget Allocation and Historical Significance
The academy building itself has been allocated a substantial budget of P50 million, while the proposed dormitory is estimated to cost an additional P30 million. This investment underscores the government's commitment to advancing social welfare infrastructure. Notably, this facility will mark the first dedicated training academy for social workers in Mindanao, offering free training services to all interested participants, thereby democratizing access to professional development.
Addressing Regional Disparities
Currently, the majority of advanced training facilities for social workers are concentrated in Metro Manila, necessitating costly and time-consuming travel for professionals based in Mindanao. The establishment of the DSWD-Davao Academy aims to rectify this imbalance by making high-quality training more accessible, cost-efficient, and regionally relevant. This move is expected to foster local expertise and reduce the logistical burdens that have historically hindered continuous professional growth in the area.
Broader National Impact
The academy forms an integral part of the DSWD's broader, nationwide effort to enhance the quality and effectiveness of social welfare services. DSWD Secretary Rex Gatchalian articulated the facility's overarching mission, stating, "While we are developing and fostering upgraded skills for social workers, we are also empowering social welfare assistants and private individuals who are engaged in social work practice."
The DSWD Academy will operate as a premier learning institution, delivering comprehensive capacity-building programs designed to equip participants with the advanced competencies required for effective social welfare service delivery and innovative community development initiatives. This initiative represents a significant leap forward in institutionalizing professional standards and expanding educational opportunities within the social work sector in the southern Philippines.
