The Regional Inter-Agency Coordination Committee (RIACC) in Eastern Visayas has officially announced the conclusion of its Libreng Sakay (free ride) program, marking the end of a crucial six-month initiative that supported commuters and cargo transport during bridge restrictions.
Program Success and Final Phase
Launched on June 18, 2025, the free roll-on, roll-off (RoRo) trip service was a direct response to the mobility challenges created by load limit restrictions enforced on the iconic San Juanico Bridge in mid-May. The program served as a vital temporary solution, ensuring uninterrupted movement for people and goods.
RIACC confirmed that the program is now in its final week, with only 19 service trips remaining before full operations cease on November 30, 2025.
Improved Transport Conditions
Officials stated that the decision to end the program stems from significantly improved transport conditions. Commercial transport services between the islands of Leyte and Samar have become more readily available. Furthermore, anticipated adjustments to the bridge's load limit have contributed to the stabilization of the situation along affected routes.
In a statement released on Wednesday, RIACC expressed its sincere appreciation to all commuters, partner agencies, local government units (LGUs), and stakeholders for their unwavering support and cooperation throughout the program's implementation.
By the Numbers: Program Impact
The government-sponsored initiative made a substantial impact. As of November 24, 2025, the program had completed a total of 613 free RoRo trips. These trips successfully transported 9,364 cargo trucks, which included a critical 676 fuel tankers.
All these journeys operated on the Tacloban-Amandayehan route, the shortest path from Samar to Tacloban for vehicles weighing over three tons, which were prohibited from crossing the 2.16-kilometer San Juanico Bridge.
The committee has assured the public that it remains committed to its mandate of monitoring regional transport conditions. It will continue to coordinate with all relevant agencies to ensure the continued provision of safe, accessible, and reliable mobility for all residents of Eastern Visayas.
