Padilla Pushes ROTC Bill After Mindanao Quake

Senator Robin Padilla is pushing for the immediate passage of Senate Bill No. 617, also known as the Reserve Officers' Training Corps (ROTC) Act, on Friday, June 12, coinciding with the 128th Philippine Independence Day. According to Padilla, the recent magnitude 7.8 earthquake in Mindanao highlighted the need for stronger disaster preparedness among citizens.

ROTC Bill Aims to Develop Disciplined and Patriotic Youth

In a statement, the senator said the measure aims to shape the youth to be disciplined, patriotic, and ready to respond to the nation's challenges, including calamities and security issues. He emphasized that national security is not only about external threats but also preparedness for natural disasters.

“The tragedy that happened in General Santos and nearby areas reminds us that national security is not only about external threats,” Padilla added.

Key Provisions of the Proposed ROTC Act

Under the proposal, the ROTC program will be institutionalized and strengthened in Higher Education Institutions (HEIs) and Technical-Vocational Institutions (TVIs) nationwide. It includes training in survival skills, disaster response operations, search-and-rescue missions, relief operations, and other capabilities essential during calamities and humanitarian emergencies.

Padilla stressed that this is not just a military training program but a step in shaping responsible citizens ready to help in times of need.
