Nationwide Suspensions Announced as Super Typhoon Uwan Approaches

The Philippine government has taken proactive measures to ensure public safety as Super Typhoon Uwan threatens multiple regions across the country. Both the Office of the President and the Pampanga Provincial Government have issued separate directives suspending work in government offices and face-to-face classes in affected areas.

Malacañang's Comprehensive Suspension Order

In Memorandum Circular No. 106 signed by Executive Secretary Lucas P. Bersamin "by authority of the President," Malacañang announced the suspension of work in government offices across several key regions. The order, issued in Manila on November 9, 2025, took effect immediately and covers the National Capital Region, Cordillera Administrative Region, and Regions I, II, III, IV-A, IV-B, V, and VIII for November 10, 2025.

The educational suspension is even more extensive, with classes at all levels suspended on November 10 and 11, 2025 in the aforementioned regions plus Region VI, Region VII, and the Negros Island Region.

Critical exceptions to the work suspension include agencies responsible for basic, vital, and health services, as well as preparedness and response duties, which must continue operations. Other government agencies in affected regions may implement alternate work arrangements as necessary.

Local Government Discretion and Private Sector Guidelines

The memorandum provides flexibility for local governments, stating that Local Chief Executives in other regions may implement localized cancellations or suspensions of classes and/or work in government offices based on their assessment of local conditions.

For the private sector, the suspension of work in private companies and offices is left to the discretion of their respective heads, allowing business leaders to make safety decisions appropriate to their specific circumstances and locations.

Pampanga's Proactive Educational Measures

Acting Governor Dennis G. Pineda demonstrated early leadership by issuing Executive Order No. 25-2025 on November 8, 2025, suspending face-to-face classes in all levels of public and private schools in Pampanga province on November 10 and 11, 2025.

Pineda emphasized that affected educational institutions may implement alternative learning delivery methods or execute their respective learning continuity plans to ensure educational continuity despite the weather disruptions.
